"_readme": "One row per Massachusetts child support guidelines review cycle whose OWN primary text is held in this repository. Question tracked: was the GROSS-VERSUS-NET INCOME BASIS question (not the separate alimony/tax-order question) raised and declined or deferred in that cycle's own primary text? status is DEFERRED only where the corpus holds a verbatim quote about that specific question from that cycle's own document; NO RECORD IN CORPUS where no such quote was found. Never inferred from silence, and never inferred from a later cycle's reference to 'prior task forces'. REBUILT 2026-09-08 after the prior task force reports and economic reviews, 2001-2025, were obtained from Wayback Machine captures (mass.gov serves automated fetches a 'Not allowed' page under a 200 status). Sources and full quotes with page numbers: docs/2026-09-08-prior-taskforce-reports.md. Files: data/source/taskforce/, text in data/extracted/taskforce/. Supersedes the 2026-09-06 build, which held only the 2025 cycle's text and therefore showed one deferral of five editions. SOURCE KIND MATTERS: 2009 and 2013 are TASK FORCE decisions in the task forces' own reports; 2017, 2021 and 2025 are statements in the ECONOMIC REVIEWS by the Commonwealth's consultants, not task force refusals. Never write 'five task forces declined'.",
